Best time of day/conditions to take a “streaky headlights/taillights” highway picture?

Question by MCM Lexi: Best time of day/conditions to take a “streaky headlights/taillights” highway picture?
I want to take one of those pictures of a highway, with a slow shutter speed so that the headlights and tail lights all streak together. What is the best time of day to do this? Also, can anyone recommend the camera settings I should use? (ISO/speed/apeture/etc)

Just before or after the sun is over the horizon. The sky is really nice and yet the light is low enough to take long exposures .. thus causing the cars headlights and tail lights to streak.

Use a long shutter speed … at least ten seconds … the f/stop will be determined by the amount of light in the sky and foreground.

The best ISO to use is the lowest your camera will support … Like 100 ISO
