what is the best site to learn about photoshop tips for photos like masking photos, blurring the background and all other techniques which makes photos look really beautiful

The is the site for the National Association of Photoshop Professionals (I think that is the official title). I think there may be free stuff there but the membership is only $ 99 a year (again, I think. I haven’t been a member in a couple of years). It is worth the membership. You also receive their magazine which is very good. Scott Kelby is the one in charge.
A good book too if you are interested is “Teach Yourself Visually Photoshop” A very good book.
