Go to the library or bookstore and look at books of photographs to decide what kind of photos you want to take.
Digital or film? You’ll need a camera. You want to get one that you can set manually because you want to learn the relationships between f-stops and shutter speeds, and learn to control those things yourself, and to focus. Automatic modes are okay too, but you still need to learn how to do them yourself.
Do you have friends who are photographers? Go somewhere with them, like a park or beach or downtown or something, and walk around and take pictures. They can show you a lot of things like how to use the sun, how to focus, how to use f-stops and shutter speeds, and how to ‘previsualize’, how to see the picture in your mind before you take it.
You don’t need the very greatest camera to start out with. The nice thing about digital cameras is that you can take just as many pictures as you like. You can experiment and take the same picture over and over. You should also learn some photo-editing software (GIMP is free, Photoshop is better if you can get it). Learn to adjust levels, brightness and contrast, because almost every picture you take will benefit from having these things adjusted. It would also be nice to have a photo printer.
