To give a true representation of the situation and the evidence being photographed. Photographs are used to accurately report the circumstance or to preserve evidence that may otherwise not be preserved.
For example, if it was crucial how one piece of evidence was positioned next to another, and there was no scale in the photo, it would not be possible to accurately project that info in Court. A 9mm bullet may appear to be smaller or larger then it was and cast doubt on the evidence being given. A 10 inch knife may appear to be an 8 inch knife in a photo which would naturally be different then the knife being shown in Court.
