when neutralizing an image with the camera settings, How does this differ from doing a global color correction in Photoshop?

If you neutralize all the cameras colour manipulation features (when shooting JPEG files), you should not need to make any colour corrections using Photoshop as long as you do use the correct white balance in the camera or create a custom white balance using a product like Xrite’s Colorchecker Passport.
If you have your with balance set to “auto” the white balance will be never be consistent so trying to use Photoshop to globally correct colour will be problematic to say the least.
