How can I take a photograph and turn it into a one color image ( dot pattern ? ) so a screen printer can print it on a t-shirt ? Can I do it in photoshop ?

What you are looking for is a half tone screen and you will have to ask the t-shirt printer what halftone dot size they want to use. They may do the halftone directly in making their printing plate/silkscreen. Paintshop Pro does not include the feature.
